Apple ID without a credit card      

Apple ID - If you can‘t choose None when you edit your Apple ID payment information.

Normally a card is required if you just created this Apple Id and have not yet used the iTunes Store, unless it was creatd in a very special way, or if your account was attempted to be charged for something but failed.

If this is a newly created Apple ID you will need to enter a payment method. You can remove it once its been verified and you have no outstanding debt or active subscriptions.

If its asking for payment method because something was unable to be correctly charged, then you will need to add one to complete the payment. Once the payment is completed you can remove the payment method.
