IOS13.4 Can't Always Swipe Left on Lock Screen Notifications- whole screen moves left instead

Recently I noticed (probably with the 13.4 update or later) that many times when I try to swipe left on App Notifications (like instagram or my security camera), the whole page moves instead of the app notification opening. I'm not sure of the technical terms for these actions but when you get an app notification on the lock screen, you can swipe left and it gives you options to view, or delete etc.

Sometimes it works as expected and the app notification gives me options but most times it's like it's sticky and won't open the options but instead, moves the whole page to the left taking me to my camera. It used to work perfectly every time until about a month or so ago.

I hope that makes sense...I wish I knew how to word it correctly.

I have this issue as well - there are some news notifications that won't let me delete them unless I go in and read them (and it's usually news items that I don't actually want to read...?). 90% of the time, I'm able to swipe left to delete notifications, no problem. But then there are some, that when I try swiping left, all I get is my camera screen instead.
