Missing Two-Factor Authentication Section on iPhone Xs

I am trying to set up two-factor authentication on my iPhone Xs but it's missing from the page where it's supposed to be. I've tried resetting the phone first settings only and then next time contents and settings, but no help. I go to Settings > (name) > Passwords & Security and I should see Change Password, Change Security Questions, Two-Factor Authentication and Rescur Email. However, Two-Factor Authentication is missing???

I'm on software version13.4.1
