Is the wifi network which your iPhone is connected to reliable and possibly fast? Does it have Internet access? Have you tried to navigate using Safari?

Its same since i buy the phone and wifi network is strong enough as using streaming as well from same wifi. Its never complet the download
Current version is 13.4 and I couldn’t find the download in storage area
What's your current iOS version? Settings>General>About>Software Version?
Should be earlier than 13.4.1, have you tried the steps provided in the support article I posted, at section: "Remove and download the update again"?
