I was trying to download a video and got this message
and later got this:
The ‘undefined’ number keeps going down like a countdown.
Is this even from Apple? Or some phishing website? What should I do? I have not connected my phone to the internet after getting it. My iOS version in 13.3 for iPhone 8.

No, it is not from Apple. It is a scam warning from the bogus “video” site you are visiting. Close the offending page, and avoid sites that are involved in such bogus advertising tactics.

iOS / iPadOS devices cannot be hacked or infected with Virus / Malware / Spyware, unless you have intentionally downloaded spurious softwares or unauthorised apps directly from internet and installed on your device or/and have Jail Broken.
It (Hacking) also depends on how careful are you in sharing sensitive and valuable informations of your iPhone such as Passcode, Password etc with your friends and family members.
