I tried this If you forgot your Screen Time passcode – Apple Support and it didn't work. It said make sure you have iOS 13.4. I have 13.4.1. Then it says to tap Tap "Change Screen Time Passcode", then tap "Change Screen Time Passcode" again then Tap "Forgot Passcode?" I do not have "Forgot Passcode?" is there any reason why this is not showing up? If i restore from a backup, wont the backup still have the passcode?

Yes, ScreenTime passcode are stored in backup.
So you need to restore as new and not from backup.

That's correct. If you restore from backup, you put yourself right back where you were you. You will have to set it up as new and NOT restore from backup. You can them bring your apps over again from the App Store, your photos, messages, notes, etc., from iCloud.
So, I just restored as a new phone by plugging the phone into a computer and using itunes by holding the side button and lower volume button. It allowed me to restore to new factory settings, but then when i restored from my iCloud back up it STILL had the screentime password lock.
If you sync photos, contacts, notes, messages, reminders, calendars, etc with iCloud, you can restore them back to your phone after restoring. You can redownload all apps you've purchased from the App Store.
If you had photos, notes messages, etc., turned on on your iPhone before it became disabled, once you restore the phone and sign back in using the same Apple ID and Password, on your phone go to Settings > Your Name, iCloud, Apple ID, iTunes and App Store > iCloud and make sure you turn on photos, notes, messages etc., and they will redownload to your phone.
This presumes you did have these services turned on before you disabled the phone. If you didn't, your data is gone.

Thank lobstergohst, but how do i bring over photos, messages, notes etc from iCloud? I though you could only do that by restoring from iCloud?
