Wifi and Bluetooth error after ios13.4.1 upgrade in xs max

After upgrade to IOS 13.4.1 in xs max, wifi and bluetooth is greyed out and cannot turn on.. I am 100% sure the wifi and bluetooth is good before upgrade because I did the upgrade via wifi and my airpod is connected to my phone. Please advise?

settings>general>reset>reset network settings.

I tried reset network setting and restore/backup.

It is related with software as I am 100% sure as my phone wifi and Bluetooth is working before upgrade.
