Buy second-hand iphones and its hassles

In my opinion, the safest and best phones are Apple
But when you buy a second-hand phone, it's in Asian countries
And countries that don't have sanctions and Apple's official stores are very troublesome
Including locking phones and not being available to the seller

What do you think are your solutions to this problem?

Apple really has nothing to do with second hand devices. They have no control over what people do with their own property after they’ve bought it original when new and then own it. At that point it is their property and Apple has nothing to do with what happens to it after that if it is sold privately, given away, gifted, donated, lost, stolen or just tossed out.

It is simply not reasonable to expect manufacturers or original retailers to have any role in what happens with people’s private and personal property once they own it. I would also argue it is not appropriate for them to have any role in that.
