Your Apple ID and phone number are now being used for iMessage on a new iPhone

What causes this message? It happens frequently and when I check MY DEVICES on iCloud they are always my devices. I have 2 stage verification on and never get a message.

Usually such messages are generated when you "say yes" to activating iMessage and FaceTime on another device. I don't think they are a problem unless you did nothing to generate a related approval request.
