Is the subscription for tv plus billed directly to the credit card or is it through the 3rd party App Store? I don't want it billed through the app store.

The Apple TV+ subscription is billed through iTunes, which also handles all billing for App purchases, subscriptions and in-app purchases for Apps from the Apple App Store.
The subscription will use the payment method set on your Apple ID for iTunes and the App Store, any any gift card credit balance in your account.
