Disable Keychain:

If they are part of the Keychain, then yes - they will stay in the Keychain of iCloud. So, for Safety & Privacy, disable Keychain, prior to factory resetting the iPhone. Go Here: How to turn on iCloud Keychain - be certain it is turned off, by it not being green.
