Icloud

I have bought an iphone 8 for my sister and we’ve set everything up however it says the email needs verifying! When I look on her Mailbox, the iCloud is not set up so there’s no way of me verifying the email. It also says that iCloud is inactive. I have successfully set up her gmail account but I seem to be having problems with her iCloud.
