Folder privacy not working

This morning I noticed that the option to add/remove apps is grayed out in:

System Preferences > Security & Privacy > Privacy > Files and Folders

Yes, I unlocked the padlock first.


Then I discovered that while the Python App only shows access to Documents folder, I can save to other folders as well, e.g., Desktop, Downloads, etc.


I next started an app, Sublime Text, for the first time, and I was not prompted about folder permissions.  I was able to save files anywhere under my user folder.


In Terminal, I ran:

% csrutil status

System Integrity Protection status: enabled.

% spctl --status

assessments enabled


How do I get folder privacy protections working again?

Full Disk Access you can add it here, then you can make changes to files and folders—


once there you can uncheck the Full Disk access permission
