Hello dear Apple
Unfortunately, my mom died 4 years ago, and few days ago I found here iPhone 4. I'm trying to activate it but if i'm doing it with my MacBook it tells -"The Apple ID "example@icloud" cannot be used to unlock this iPhone."
How can I activate it, because I really need it. Thank you

In your case, and ignoring extenuating circumstances, activation lock can be turned off only by entering the correct Apple ID/password combination. The correct combination is in the one used in setting the device up prior to activation lock being enabled. Note that there is no way we can help you to systematically recover the pertinent Apple ID password. Also we are not authorized to remove activation lock.

The iPhone seems to be activation locked.
It has to be unlocked with the Apple ID that was previously set up with that device.
Obviously that might be hard given your situation.
But you can apply for apple to remove the lock if you can prove you are the owner of the iPhone. Like with a receipt.
