I have rebooted, updated iOS, updated carrier settings, reset network settings (rebooted again), removed and added contacts, sent only to phone number, and I cannot get this phone to successfully send MMS messages. I have tried several numbers and it is always the same problem: the phone receives MMS but does is incapable of sending MMS.

OK, so here is what I did after spending considerable time this morning, I had to go into Settings --> General --> Reset --> and select "Reset All Setttings" This does not erase the iPhone, but erased the software problem on this device, and it was then able to successfully send and receive MMS messages.

This reset mentioned here did not work for me. I even spent an hour on the phone with my carrier, all their settings are correct (I work for the carrier) and they have now referred me back to Apple...
Man, that is rough. Sorry to hear that. I usually start from simplest to most complex, and was happy I didn't have to call the carrier or Apple. Have you tried to wipe the phone? Also, did you restore the iPhone from backup when you received it?

MMS is a carrier feature. Contact your cellular carrier.
I know, thanks. The same SIM worked in the iPhone 7, so I don't this this is a carrier problem.
I used the same nano-sim, and reset the cellular data first. It didn't work. I was able to use the same nano-sim, after the above procedure.
I was replying to @tarafromwoodstock. But no problem.
Thank you for responding....Yep tried from simplest on....still no luck sending pic message to android...now gonna swap the sim....currently using a 3G so that could be the issue..thanks again!
