n the updates page of my ipad it shows “update requested” in gray. What does this mean? I am trying to update to ipad OS or Ios13

You can’t.

The 2013 iPad Air 1 and 2013/2014 iPad Mini 2 and 3 cannot upgrade beyond iOS 12.4.6.
