My wife and kids are in my contacts...and so are my neighbors—how can I exclude my neighbors from showing up in Airdrop while keeping my family available? The only options I see are EVERYONE, CONTACTS ONLY, and RECEIVING OFF.

Are you that close to your neighbors that they will appear on your device? Otherwise, you cannot remove them. They will appear as a choice if they are in range. If you tap on the AirDrop icon, not one with someone's name, that will filter devices that are available for AirDrop.
