I see you have concerns with Safari not loading webpages and crashing, the App Store crashing, and other apps doing the same.
You mentioned that you did a factory restore. Did you restore the iOS device and set it up as a new device using iTunes? This can help determine if the issue you're having is with software on the device.

When you are ready to restore and set up the iOS device as new, please follow this article: Restore your iPhone, iPad, or iPod to factory settings
