I have a macbook with Catalina. The instructions to block the popups in Safari suggest a setting under Systyem Preferences in Privacy and Security. I have neither. Why are these options missing and what else can I do?

See if you have the option to block popups in Safari/Preferences/Websites/Pop-up Windows.
