Issue with Payment Methods

I wanna update my payment method so that i can upgrade my icloud but whenever i tried to update new card it shows declined. And i have used 2 different cards but it shows the same

Apple ID payment information - If your payment method is declined, or you have a billing issue with a previous purchase in the iTunes Store.
