Phone Sound When Someone Calls

I have an iPhone 11 and when someone calls me it rings loud one or twice then goes really quiet without even touching it. I have the volume up as loud as it does but seems to not making a difference when it rings 2 time or 3rd time.

That sounds like Attention Aware. You don't need to touch it but it for it to be aware that you have heard the ring. It is an option that you can turn off if you want to test that it is the cause (or if you want it permanently off). See: About Attention Aware features on your iPhone X or iPad Pro - Apple Support
