How do I pair both my apple watch and my daughter's apple watch to my iphone? She does not have a phone, but has her own apple ID.

Sorry, but you do not, and you do not want to.
You can sequentially pair more than 1 Apple Watch to an iPhone, but only 1 Apple Watch at a time is active. This multiple Apple Watch pairing is for the user that wants different model Apple Watches for different purposes, not for concurrent active Apple Watches.
In addition, you do not want your daughter to have full access to all your messaging, email, contacts, phone calls, etc...
The Apple Watch is an iPhone accessory, it is not an independent entity.
Either you get an iPhone 6s, SE (1 or 2), 7, or newer iPhone for your daughter, or return the Apple Watch for a refund.
