Voice recognition- reactivate, after recent uppdate

After up date (11th May 2020) , cannot find to activate voice control on IPad Pro.

iPad Pro 12.9-inch, 2nd Gen, Wi-Fi

Voice Control activating on it’s own I have had an ongoing issue where I find Voice Control active on my iPhone without me turning it on. I have googled whether there is some kind of shortcut or swipe that invokes it to see if I am accidentally activating it but there doesn’t appear to be. This first started happening on my iPhone 13 Pro and is also happening on my iPhone 14 Pro and across multiple updates and restarts. I have been using iPhones since the original 2G model so I am not dumping my backup because of this. Any ideas as to why this would be turning on periodically without my input?
