How do I un disable my iPhone?

My new iPhone declined my Touch ID and passcode this morning . I am in my seventies isolating because I have health condition. I now have NO PHONE. I have tried to contact Apple support whose only options are to call me. Is there a way out of this nightmare?

If your passcode wouldn't work, then you are going to have to follow the steps in the link that razmee209 provided to restore the iPhone.

Unfortunately my laptop is the original Mac Air and isn’t able to help me
