disenabling second hand ipad
I have restored the iPad via PC and cable.

If your second-hand device is Activation Locked, you will need to secure the cooperation of the previous owner to remove the lock from their AppleID account.
If the previous owner cannot be identified, or is unwilling to cooperate, the iPad is useless to you as the Activation Lock can neither be bypassed or defeated. In this situation, we cannot help you - and Apple will not help you.
