I did the 13.4.1 update on my iPad Mini 4 and now some apps no longer work, they cannot connect to the internet.
I tried resting my network.
I tried deleting an app and reinstalling the app, but I can't download anything from the app store now either.
Apps open but do not connect to their servers.

You can try a clean install of your device after a factory reset:
First make sure you have a backup

Then facory reset your device:
Restore your iPhone, iPad, or iPod to factory settings - Apple Support
And set it up without a backup. See if the issue persists.
If that solved it there was a software issue. Try restoring the backup and see if it still works.

Make sure to reset your router, once I did that, the apps started working again.
I am having the same issue messenger doen't work properly. Neither does the facebook app and the app store is only working periodically. I have reset, deleted apps, powered off the phone but nothing is fixing the issues . This update is shambles !
I have conducted a reset, without erasing everything, and the problem remains, I get server cannot be reached messages.
