Phone was given to me and I continue to get my iCloud account signed in but it keeps asking me for the password of the person that had the phone before me. How can I delete his account

You don't, sorry.
Only the previous owner, using the credentials that were using to activate that iPhone, can do it.
Without those credentials, that iPhone is useless to you.
