Can't purchase apps in App Store even though Kosovo is accepted in Apple
I need help, my country region is Kosovo, but I can't purchase apps.
My credit card was declined, I tried today 12.05.2020.
Any suggestion what can I do?

You need a valid credit card issued by a bank in the country the store is in and you need a billing address in that country.
