I want to buy my mom an iPad so she can use FaceTime. She does not have an iPhone. Can she use FaceTime without a phone number to connect to? If so, how? Thanks

She can use FaceTime over wi-fi using her Apple ID. See Use FaceTime with your iPhone, iPad, or iPod touch - Apple Support

including the following:

If you're using an iPad or iPod touch, register your email address by tapping Settings > FaceTime > Use your Apple ID for FaceTime, and sign in with your Apple ID.
