Is there any possible way to find my apple watch given the fact find my apple watch is turned off ? Given its still connected to my apple account and i flagged it as lost but still is there anyway i can locate it ? Or the authorities since i have the serial number and proof of payment for it ?

No, you cannot locate an Watch when it's OFF.
The only thing is the finder will not be able to use the Watch without your Apple ID & password.

so he will not be able to use it and wont be able to find me as well ? Can he bypass my email and restore factory settings and use it with another apple id ?
Nope. Activation Lock doesn't let the finder do anything.
