unable to update to ios 13

If you can't update to iOS 13 maybe because:

1. You have an iPhone 6 Plus and not an iPhone 6s Plus, see Settings > General > About > Model > ?
2. You have iOS beta running, check Settings > General, and tap Profiles & Device Management
3. You do not have enough free space on iPhone
4. You are not connected to the Internet via Wi-Fi
