If the Lightning to USB cable is made by Apple, it will support charging and data/syncing. Of you have third-party cable, then you’ll have to rely upon the manufacturer’s specifications.
That said, personally, I’ve not yet seen a charge-only Lightning cable.

Thanks for the reply. Unfortunately, I found out the hard way that charge-only cables exist when I was trying to transfer data from my PC to my iPad. Trials with several cables identified which were charge-and-sync-cables and which were charge-only. Read the specs before buying!
