my iPad keeps telling me that I need to upload the new App Store app, but then will only load the new Apple store preview. I have restarted, logged back in, made sure my Apple Pay is up to date, all to no avail. Ultimately I’m just trying to download the zoom app for my kid
Alright! I did it, I had put a restriction in screen time with my child so he couldn’t download apps (like the one he did for $8 a month). I didn’t realize that would interfere with updating basic apps on the iPad. So go into your settings and change the restriction on app limits in screen time.

Have you tried a simple hard reset of your iPad by holding down both the Home and sleep/wake buttons simultaneously until your iPad goes to black and restarts with Apple logo, then release the buttons?

I always forget about the Restrictions features that are in iOS/iPadOS, now!
Probably because my wife and I have no children and we never use this feature.
