I can’t turn on my personal hotspot every time I tap on it, it says to contact my carrier!

what should I do?

There is no Cellular option in my iPhone 14 I can not turn on Personal Hotspot and there is no Cellular option in Settings menu. Is there any one in community with same problem and how did you resolve it?

It says set up hotspot in cellular data When I click it. It tries to take me to the att site. I check my plan. Says good to go but nothing changed. What am I doing wrong Why can’t I set up the hotspot
