I have just bought an iphone SE 2020 which comes loaded with IOS13. Where do I find a User Manual?

Apple user manuals are in "eBook" format and they are free.
You can download and manage them on your iPhone, iPad, or Mac using these instructions:--> Read books and more with Apple Books - Apple Support
If you want them on your Windows PC, you need an app that can act as "eBook reader" (there are many of them in Internet).

Apple does not have separate manuals for each iPhone model. Instead there is a general manual for each operating system version, which identifies device-specific differences when appropriate.
Sorry, I've checked those links and do not find a pdf version (I'm afraid I am not very computer literate - older generation and currently subject to lock-down!) Please could you be more specific? Thanks
