Hover text feature in the accessibility area

Attempting to add the Hover text feature in the accessibility area . I can go to Zoom then I look for Hover text feature to enable and it is not there. I have a MacBook air issued to me by my school. I teach and this feature is necessary. Thanks in advance collective brain!
