iphone xr says safari could not open the page because the server stopped responding seems the wifi not working with safari

The problem is Safari does connect to the WI FI. I have re set everything not work. I have tried changing WF FI and not work.

Update there was blockage by a VPN App Norton I deleted it and all worked
