How do I get my downloads to shuffle

I see that no one has responded to your question yet. Are you able to clarify what you mean? If I understand correctly, you wish to play the songs that are downloaded to your device on Shuffle.
To do this open the Music app, select 'Library', then 'Edit' in the top right corner. You will see a menu with check marks to the left. Ensure 'Downloaded Music' is enabled, then tap 'Done. In the top right corner.
You can now tap 'Downloaded Music' to see what music is downloaded to your device.
Tap 'Songs' to see all available songs and tap 'Shuffle' at the top to play them shuffled.
