Question: Internet Recovery Seems Missing Some System Files

I reinstalled MacOS from Internet Recovery. It seems to have some system files missing. I added a printer in System Preference and it's missing scanner tab, only printing function is available. I tried to Reset printing system and re-add the printer, but it's same result. I went to my wife's MBA, the printer/scanner was already added properly, but I Reset printing system and re-add the printer, both printer and scanner can be properly added. Both Mac are with the latest version of Catalina, 3 devices (2 Mac + the printer) are all on same home network, the printer is directly connected to my Time Capsule via Ethernet. Eventually I installed Brother's scanner driver and went through the entire process - it doesn't automatically pick up, had to Reset and re-add - it finally worked.


The other thing I noticed is some default Apps strangely jumped around, see the 2nd screenshot.


Also I used Shift+option+command+R to reinstall OS which means factory reset - I bought the 16" MBP in 2019, which was not on the latest Catalina - but the installation, after the spinning globe finished, was initiated from Recovery mode (got a screenshot from internet). This is strange, I recall it's supposed to be directly installing the OS. After installation finished I'm already on the latest version of Catalina, which means something during factory reset was not right.
