As long as you are in single user mode, you will receive that root '#' prompt. This is customary for single-user mode in UNIX operating systems, though it is uncommon to need single-user mode.
Type either control+d, or the word exit at the prompt to leave single-user mode, and continue booting into the normally used graphical, multi-user mode.

I guess the question is why you are attempting to format/erase the boot drive in a 2018 Mac mini?
Stay out of single-user mode. If you are planning to erase a boot drive, be certain that you already have a Time Machine backup of that drive beforehand.
Boot into Recovery and select Disk Utility from that menu. There is additional help in that link on using Disk Utility to repair, or erase a drive. This is the only means to erase a boot drive, as Recovery mode does not boot from it.
Thank you for helping but it didn't resolve the issue because I think, first, (-sh-3.2#) shows up on single-user mode. Secondly, due to this, I can't change permission rights at OS X disk utilities. And thirdly, even when I try to erase the disk in order to reinstall it, a message shows up to say error: Live file system repair is not supported.
But holding command+r takes me to the page where it says choose English and enter the return key. But afterward, it returns to OS X Disk Ut9lities. So, it's still the same problem. Further help would be appreciated. I'm using a 2018 Mac mini, thanks.
