iCloud storage ‘full’ yet I have over 26GB of unused space

I have received the message on my phone recently that my iCloud storage is full and photos and videos will no longer be backed up. When I look at my iCloud storage (I have the 200GB plan) it shows that I am only using 173GB. I understand that I’m getting relatively close but that’s almost 15% of my PAID could space. This isn’t a hard drive that is advertised as 200GB but due to formatting and OS only has say 180GB, this is Cloud data and if Apple is saying that approximately 15% of my paid space is unusable.

"Make more space available in iCloud"

If you run out of iCloud storage, your device won’t back up to iCloud, new photos and videos won't upload to iCloud Photos, and iCloud Drive, other iCloud apps, and text messages won't stay up to date across your devices. And you can't send or receive emails with your iCloud email address.

You can free up storage in iCloud by deleting content that you're not using:

Before you delete anything, you might want to archive or make copies of the information you store in iCloud.
