I am trying to sync all my photos to my iCloud as I have just bought more icloud storage. When looking up on how to do this, all the links I’ve found says that on this page at the top there should be an iCloud Photo Library option to turn on. But I don’t have this?

iCloud Photos is the setting you need to enable which you did. Use 'Optimize iPhone Storage' if you want to free up space on your iPhone.
Thanks for your response. I’ve found selecting ‘optimise iPhone storage’ is only moving new photos to the iCloud, I have 10,000 photos on my phone that I want to move to the iCloud that I haven’t been able to previously due to lack of storage.
