iCloud stopped syncing my iphone photos to my PC

iCloud stopped syncing my iphone photos automatically in February on my Windows 10 PC. I had the issue once before and did an uninstall and reinstall and that worked. This time however nothing I am doing is working. Also at some point the iCloud photo folder the one with the logo and the ability to tell iCloud what to download has disappeared. I have uninstalled itunes and icloud drive and reinstalled and that folder hasn't returned. Also the current installation of iCloud drive is missing 4 of the options in the photos section (screen shot included) which would restart the sync possibly. I am so frustrated and really don't know what to do next. Are there any ways of fixing this? Any help is greatly appreciated. I just want a simple way to get my photos and videos into a folder on my PC. Thanks so much in advance.

Update: Finally I got a notification that I had to install two windows extensions and I did that and now my icloud photos folder has returned but it doesn't have the download options and icloud drive's photo options remain the two above in the screen shot.

Here is a screen shot of the icloud photos folder. Also I have a new shared albums folder separately that I have never seen before. Just for clarification I did a restart after downloading everything just in case. At this point I am trying everything I can think of.
