The message says delivered on my Mac but doesn't say delivered on my iPhone (which is what I used to originally send the message). Did this person get my message, or am I blocked?

There could be any number of reasons it doesn't show as being "delivered" on the device, e.g. the device is off, in sleep mode, out of cell reception, etc.

When I sent a message on my iphone, it was blue but didnt say delivered under it(it was just blank right below my message) but when i looked at my messages on my mac, it said delivered. Did that person block me? Or did they recieve the message
