could not download even any free application

Hi. It has been almost 1 month i coud not download any application. when i try to download it is always referring me to the payment confirmation. i am living in angola and i was using credit card from south africa and now i am not using and i would like to use angola apps i would like to change the country part from south africa to angola. system is not allowing me to do that. as far as i know i do not have any planned payment and so on. plaese help me about that. thanks
