Couldn't complete copy: -69512 During MacOs Mojave and Catalina installations.

I have seen similar issues here on the forum. I have attempted most fixes described here. My main issue is that I am unable to format any drive to a standard format. It has to be encrypted or it will fail. This is with 2 brand new drives. I have also tried using a usb installer as well, to no avail. If any one has any insight into this issue that would be great.
