I cannot send an attachment to anybody with an Android phone.

I cannot send an attachment to anybody with an Android phone.
I'm sorry. But there is no setting on the iPhone regarding SMS/MMS, other than the one I told you about. That is all controlled by cellular data and the carrier. Have them make sure that you have the correct carrier file as well as reset your SMS/MMS profile on your account. Is this happening to anyone with an Android that you are sending to, or just one person? Have they checked to ensure their device is working properly?
I have called a Verizon three times over the past year. They reset everything on their end and it works while they test it after the reset, then a day or so after, it doesn’t work again.
Check Settings>Messages, make sure that MMS is turned on. Check Settings>Cellular, make sure that cellular data is turned on. If that does not help, then contact your carrier. MMS is a carrier feature, it requires cellular data and an SMS/MMS plan on your account. Except for the settings I described, there are no other settings for SMS/MMS on the iPhone.
I am trying to send a photo from my photo library through text messaging. It appears that it is going through and then it freezes just at the end before the transmission. I never have this problem when sending the attachment to another iPhone user. I never had the problem with previous iPhones. This started as soon as I got an iPhone 8.
I called Verizon. They had me do a reset and then they did something on their end. It is working now. She also told me to be sure that in settings under Cellular to make sure Photos is set to "on." Thanks for everyone's help.

What are you using-email, messaging?
What happens when you try?
I checked my settings. Everything is as it should be. Attachments go through to iPhones, but not Android.
Then you need to contact your carrier. As I said, SMS/MMS is a carrier feature and they have to troubleshoot it. If you have the settings on like I described, then the carrier has to fix it.
