iOS Shortcuts - Set volume to 0%

Set volume to 0% in Shortcuts doesn’t work (only 1-100%).

-Does this happen with every shortcut?

-What happens when you set the volume to 0%? Do you still hear audio?

The same problem is happening to me. If I use the “Set Volume” action in any shortcut and set the volume parameter to anything from 1 - 100%, the action works as expected. However, if I set the volume parameter to 0%, then the action doesn’t work, and the volume level is not changed at all. This happens in any shortcut in which I use the “Set Volume” action. It also happens whether I set the volume using a percentage (0%) or a variable (0). Is this a bug in Shortcuts?
