The same problem is happening to me. If I use the “Set Volume” action in any shortcut and set the volume parameter to anything from 1 - 100%, the action works as expected. However, if I set the volume parameter to 0%, then the action doesn’t work, and the volume level is not changed at all. This happens in any shortcut in which I use the “Set Volume” action. It also happens whether I set the volume using a percentage (0%) or a variable (0). Is this a bug in Shortcuts?

Set volume to any negative value e.g -2 or -1 or -0,01 (long press the percent % value to change to a variable):

Set Volume to -1

This is a Shortcuts bug in iOS 13.4 up to and including 13.5.1. There's also a problem with "Get the… Current Volume" keeps returning the same value even after the volume has changed to something else:
