Without that information, you have a small, but pretty brick.
You most likely bought a stolen device, and I would very much doubt you'll ever be able to return it for a refund, or even contact the seller again.

Seems you were Mislead by the Seller.
So, return this to the seller, requesting a refund. If purchased through a Web site (i.e. eBay), view the Terms & Conditions and see what can be done on the seller's part, if they did not abide by the rules.
You contact the previous owner to remove it. If you cannot contact them, then the device is useless to you. You cannot bypass Activation Lock.
