How do you transfer the photo library from a Time Machine backup on an external hard drive to the Macbook library?

MacBook Pro 13", macOS 10.15

I can't choose an older date than today, because the "older" version of the library isn't on my computer, but on my external hard drive, I guess, so there is nothing to restore ://

When I control-click on the library, I don't get the option "Restore .. to", only "Open" or "Delete All Backup of ..". Do you know why?
